The default to 8 amps was done because of the 12 amp charge level overheating people's 15 amp garage outlets. Running 12 amps through a 15 amp receptacle day after day will eventually burn it up. It's a good idea to go to Home Depot or Lowe's and invest in a 20 amp receptacle for your charger's outlet. Technically, you are not supposed to install a 20 amp outlet device on a 15 amp circuit (a code violation since down the road someone might replace the breaker with a 20 amp one and set up the possibility of overloading the 15 amp rated wiring in the wall) but if it's just for your charger and you put a 15 amp receptacle back in the outlet once you man-up and get your 220 volt level 2 charger, your charging will be much less likely to burn up your outlet.
