The Volt uses resistive heating to heat the cabin, so it will really suck down the battery if you run it. Running your seat heater on high uses less electricity (45W) than one headlight (55W)

If you mean getting max range from the battery:
1. Always pre-heat the cabin while still plugged into the outlet.
2. Use the heated seats first then only use cabin heat if neccessary.
3. If cabin heat is neccessary make sure it's on eco mode in climate screen.
4. Wear your gloves and hat and coat in the car. The touch screen and buttons still work with gloves.
If you mean getting the lowest power bill:
1. Only use heated seats.
2. Wear your warm clothes.
Also by extending the range of the battery power you will also be saving on your power bill.
