Since my front and back seats are heated, and the fact that we wear winter coats and boots in the winter, all I require extra, is a fleece blanket across my legs, and I'm warm and toasty in the winter. The heat from the seat, is trapped under the blanket, and keeps me nice and warm. Also, I find the steering wheel, can actually get too hot, requiring me to turn it off occasionally.
I've heard of some people using a plug-in electric blanket, but we haven't needed it in Southern Ontario, even for the winter of 2015/2016, and our recent cold snap this recent January 2016.
